Solicitor Kelly reported that City Council ordained the newest Civil Service Member, R.D. McClain. Chairman Bubser welcomed Rev. McClain. Roll call was taken and all members were present.
On a motion by Mr. Nalevanko and seconded by Chairman Bubser, Rev. McClain was nominated to serve as Commission Secretary. A vote was taken to elect Rev. McClain and the same passed 2-0.
A motion was made by Mr. Nalevanko to accept the Minutes
of the
Roger Rogalewicz, SFD, advised that he was no longer the Civil Service liaison due to recent Union elections. He said he was serving in a new capacity and that Asst. Fire Chief Jeff White will now be the Civil Service Liaison. Mr. White acknowledged the Commission’s welcoming remarks and stated he looked forward to his new role. Mr. White asked if there was any discussion regarding chauffeurs, and Mr. Bubser advised not at this time.
Edward Santerangelo, a resident of Peckville,
asked if he could sit for the
Solicitor Kelly reported that on
Mr. Kelly then read a letter from Robert Sanek of the Scranton Police Department asking for permission to take the Lieutenant’s January 28, 2005 promotional test, despite not signing up on time due to lack of notice (on vacation). Mr. Nalevanko made a motion to permit him to take the test, which motion was seconded by Rev. McClain. The motion passed 3-0.

Solicitor Kelly tendered his budget-approved invoice. Mr. Nalevanko moved that Mr. Kelly’s invoice be approved and Rev. McClain seconded the same. The motion passed 3-0.
Mr. Bubser reported that 109 candidates have signed up
for the
Mr. Bubser next reported that the Police Juvenile Officer
Written Test was administered on
Discussion between the Commission and Police Chief Elliott ensued regarding whether the Detectives should be declared eligible to take the Captain’s Test. It was revealed that it was a typographical error to exclude Detectives from the stipulated eligibility list. A motion was made by Mr. Nalevanko and seconded by Rev. McClain to permit Detectives to take the Captain Test. The motion passed 3-0. Chief Elliott reported that he would forward a revised eligibility requirement list to the Civil Service Commission.
Chairman Bubser directed the Solicitor to send letters of gratitude to Mr. Grzyboski and Ms. Wyland for their service on oral promotion exams.
Mr. Nalevanko asked Chief
Elliott if the current Police Entry List had candidates on it and if there were
any current openings. Chief Elliott
advised that there is a current list and that, presently, there are no
openings. Chairman Bubser stated that
the Commission currently is administering a Firefighter Entry Exam and four (4)
Police Promotional Exams and, given no exigent circumstances, a Patrol Entry
Level Test can be tabled. A motion was
made by Mr. Nalevanko and seconded by Rev. McClain, to table Mayor Doherty’s
Chairman Bubser informed Mr. Lukasewicz that a
mathematical error was made in computing his oral score for the Detective
Promotional Test. The score, as reviewed
by Mr. Bubser and Mr. Lukasewicz, was 84, making his combined score an 84.8,
which places him as number one (1) on the current list. Mr. Bubser directed Mr. Kelly to revise the
Detective List for approval at the
