MINUTES OF SCRANTON CIVIL SERVICE COMMISSION

 SPECIAL MEETING – FEBRUARY 24, 2005

 

 

ROLL CALL

 

            All members were present.

 

SPECIAL BUSINESS

 

            1.   Police Chief David Elliott gave the Commission letters requesting that the next fifty (50) eligible candidates be given a Strength and Agility Test due to the immediate needs of the Department.  The Commission gave him consent and approval to do so.  Chief Elliott reported that of the 14 individuals on the current Certified List for Patrolman, several were no longer interested, several moved and gave no forwarding address, and several could not be contacted.

 

            Chairman Bubser advised that the Commission needs a letter advising that the current list is exhausted before any future list would be certified.

 

            Chief Elliott advised that the Strength and Agility Test will be administered on February 26, 2005 at 9:00 a.m. at Scranton High School and monitored by the Department’s SOG team.  He further advised that notices were sent to the 50 candidates via mail dated February 16, 2005.

 

            Mr. Nalevanko made a motion to permit the strength and agility testing and the same was seconded by Rev. McClain.  The motion passed 3-0.

 

            2.   Dina Hammer, Scranton Police Department, questioned the scoring of the recent promotional oral exams and requested that all future oral exams be videotaped.  Mr. Bubser advised her to put her opinion and requests in writing.

 

            3.   James Beahan, Scranton Police Department, also questioned the scoring procedures used by the Police Oral Exam Board.  Mr. Bubser also advised him to put his opinions/requests in writing.

 

            4.   Robert McAndrew, Scranton Police Department, wanted an answer to his request for a make-up exam for Lieutenant.  Mr. McAndrew was advised that this is a Special Meeting and that his request would be addressed at the March 9, 2005 regular meeting.

 

            5.   The Commission reviewed, accepted and certified the following lists:

 

                        A.   Firefighter Entry – On a motion made by Mr. Nalevanko and seconded by Rev. McClain, the Commission voted 3-0 to certify this list.

 

                        B.   Police Captain – On a motion made by Mr. Nalevanko and seconded by Rev. McClain, the Commission voted 3-0 to certify this list.

 

                        C.   Police Juvenile Officer – On a motion made by Mr. Nalevanko and seconded by Rev. McClain, the Commission voted 3-0 to certify this list.

 

ADJOURNMENT

 

            A motion was made and seconded to adjourn the meeting.  The meeting adjourned at 6:27 p.m.
