APPROVAL OF LAST MONTH’S MINUTES
On separate motions made by Mr. Nalevanko, and seconded
by Rev. McClain, the Commission voted 3-0 to accept the Minutes of the
PUBLIC PARTICIPATION
Jeff White, Scranton Fire Department, advised that the recently revised Captain Promotion List had an error by listing Capt. Al Lucas as “withdrawn” when in fact he was promoted. Solicitor Kelly advised that the error would be corrected. Mr. White then advised that Mr. Robert Senchak had returned from overseas military duty and would like to take a Lieutenant test. Chairman Bubser told Mr. White to have Mr. Senchak put his request in writing and forward the same to the Commission.
Dina Hammer,
Scranton Police Department, gave Chairman Bubser a letter. The Solicitor was advised to review and
correspondence will be on the
COMMUNICATIONS
Robert McAndrew’s
letter of
Jeff Mackie’s letter requesting a review of his oral score was read. Mr. Bubser indicated that Mr. Mackie was not present at the meeting and that he would try to contact him to discuss his request.
Richard Arthur’s letter requesting altering the Firefighter’s Entry Level Strength and Agility Test was read. Mr. Arthur was not in attendance. No further action was taken.
A letter co-signed by Chief Elliott, Capt. Graziano and F.O.P. President Stulgis was read whereby a joint request was made that a Narcotics Supervisor Promotion Test be given. Mr. Bubser asked Public Safety Director Hayes to co-ordinate a bibliography and forward the same to him within two (2) weeks. Mr. Hayes agreed to discuss the eligibility requirements with Chief Elliott and Ms. Stulgis and report back to Mr. Bubser. Mr. Bubser stated that likely a test would be given in late May 2005.
Mayor Doherty’s
letter requesting that the Commission certify the following appointments to the
Police Department: Carl Graziano –
Captain, effective
Christopher Phillips’ letter asking to have his name be removed from consideration as a firefighter was read and approved.
Solicitor Kelly acknowledged receipt of a three (3) page letter from Phil Potter, of the Veteran’s Employment Service regarding Mr. Dennis Lukasewicz.
Paul Schirra, Scranton Fire Bureau, sent letters individually to the three Commissioners. The Rule of Three was briefly discussed and Chairman Bubser advised that there would be no revision to the exhaustion of the Lieutenant’s List. The other members asserted to this representation.
Chief Elliott’s
letter of
Solicitor Kelly presented his budget-approved monthly invoice. On a motion made by Rev. McClain and seconded by Mr. Nalevanko, the Commission approved said invoice on a vote of 3-0.
OLD BUSINESS
Mr. Bubser advised that the Commission is compiling the test scores for Police Lieutenant and Corporal.
Thank you letters to oral panelists were suggested by Mr. Bubser. Mr. Hayes will get the names and addresses to Solicitor Kelly.
