ROLL CALL
Members Stringfellow and Nalevanko were present; Chairman Bubser was absent. Member Nalevanko made a Motion to have Mr. Stringfellow serve as Chairman for this meeting only. The Motion was seconded and passed.
APPROVAL OF MINUTES OF NOVEMBER 12, 2003
A Motion was made by Mr. Nalevanko to accept the Minutes as written. The Motion was seconded and passed.
PUBLIC PARTICIPATION
Patrolman P.J. Lindsay – asked the Civil Service Commission whether they looked into his October 6, 2003 letter written to Chief Elliott. Solicitor Kelly advised that there is nothing the Civil Service Commission can do and that he was advised of this at the November 12, 2003 meeting.
COMMUNICATIONS
Solicitor Kelly advised that the only letter received was from the U.S. Department of Labor regarding Officer Thomas Carroll’s status on the Sergeant’s promotion test. Mr. Kelly spoke to Mr. Shaffer and advised that the Civil Service Commission agrees with the content of his letter; however, Mr. Carroll must achieve a passing grade to be considered.
OLD BUSINESS
Mr. Kelly reviewed the following promotional exams:
1. Chauffeur – Eleven (11) candidates took the test and all 11 achieved a passing score; i.e., greater than 50%;
2. Fire Inspector – Six (6) candidates took the test and all 6 passed; i.e., scored greater than 50%. All 6 candidates were notified that they will be given oral exams on December 17, 2003; and
3. Police Sergeant – Twenty-one (21) candidates signed up for the test which is scheduled for December 12, 2003.
Next, Solicitor Kelly proposed that the Civil Service Commission sign a Certified List ranking the Chauffeurs in the order from highest to lowest score. Messr’s Mulrine, Schirra and Applegate from the Fire Bureau asked how ties were broken. Those gentlemen provided the Civil Service Commission with the Seniority List in the Bureau. After confirming that the ranked order complied with the proposed list, the Civil Service Commission signed the Certified List and directed Mr. Kelly to post the same.
Finally, Mr. Kelly explained that Patrolman Carroll will be permitted to take the Sergeant’s exam on December 12, 2003 and that, if he achieves a written score greater than 60% ( the minimum score used for the prior Sergeant’s test) and passes his oral examination, he will be forwarded to the appointing authority to be considered for promotion, with a promotion date of June 29, 2003. In the event he scores between 50 and 59%, he will be listed on the current list (i.e., the December 12, 2003 exam list) and considered for oral examination and promotion based on those results with the December 12, 2003 candidate pool.
NEW BUSINESS
On a Motion made by Mr. Nalevanko and seconded by Mr. Stringfellow, the Civil Service Commission set its 2004 meeting schedule as follows:
1. Second Wednesday of each month; i.e.,
January 14, 2004
February 11, 2004
March 10, 2004
April 14, 2004
May 12, 2004
June 9, 2004
July 14, 2004
August 11, 2004
September 8, 2004
October 13, 2004
November 10, 2004
December 8, 2004.

The Civil Service Commission next considered revised Certified Lists for Promotions. The Civil Service signed each revised list and the same are posted.
